No ATP during order creation

Hi Experts,

There is one scenario, where  during order creation, Material must not confirm ( No ATP )  during Sales order creation i.e. VA01. but during order change ATP must work. is there any user exit on this or any SAP configuration for this.  Would you kindly provide any inputs on this.
